America Expresses Interest in Hydropower Projects in Bulgaria, Romania

The United States of America has expressed interest in developing hydropower projects in Romania and Bulgaria. U.S. Secretary of Energy Chris Wright recently met with Bulgaria’s Minister of Energy Zhecho Stankov and Romania’s Minister of Energy Sebastian Burduja to discuss bilateral collaborations on renewable energy projects in both countries.

These projects include nuclear power plants and pumped storage hydropower facilities, Romanian Energy Minister Burduja said. He noted that his country would conduct studies for a variety of pumped storage hydroelectric facilities across the Carpathians with U.S. support.

Burduja held discussions with his American counterpart in Warsaw during the 2025 Three Seas Business Forum. The two energy secretaries spoke about strategic ongoing projects in Romania where U.S. companies are involved. According to Burduja, state-owned utility Hidroelectrica and the U.S. National Renewable Energy Laboratory (NREL) have signed a memorandum of understanding to cooperate on pumped storage hydropower projects.

He said this initiative would place Romania at the forefront of Europe’s energy transition, enabling the country to store renewable energy throughout the Carpathian mountain range. The U.S. will support Romania in conducting pre-feasibility and feasibility studies, Burduja added.

Furthermore, he emphasized that the coming era of the energy transition will require effective and pragmatic solutions to ensure secure, affordable, and clean energy, with an emphasis on cost-effectiveness. Moving forward, he said, the U.S. and Romania will collaborate to help one another achieve shared energy goals.

American companies already play a significant role in strategic green energy projects in Romania. The Romanian energy minister noted that U.S. partners are currently involved in a project to map and utilize geothermal energy sources in Bucharest for district heating. Specifically, Electrocentrale Bucharest (ELCEN) has partnered with American firm SAGE Geosystems to execute this project with support from the EU’s Modernization Fund.

According to the Romanian ministry, the two energy officials also discussed the recent rise in energy prices, attributing it to Romania’s limited interconnections and challenges resulting from the premature closure of coal-fired power plants before securing reliable alternatives. The conversation also touched on the cost of carbon dioxide certificates and their impact on economic competitiveness.

Additionally, U.S. Secretary of Energy Chris Wright and Romanian Energy Minister Sebastian Burduja explored the idea of constructing artificial intelligence (AI) gigafactories to complement Romania’s growing nuclear infrastructure and drive employment and innovation. As collaboration between the U.S. and Romania expand, the two nations are looking to become regional leaders in renewable energy innovation and security.
