Environmental Groups Applaud EU Warning on Protecting Nature as Renewables are Deployed

Several environmental groups have praised the European Commission’s recently released guidelines on how governments can use impact assessments to ensure that green-energy deployments do not harm the environment. The guidelines underscore the need for robust assessments of the potential environmental impact of green-energy infrastructure such as solar arrays and wind turbines as the regional bloc strives to rid itself of its dependence on Russian energy exports.

Hastily written in response to the energy crisis that followed the Russia-Ukraine war in early 2022, the RePowerEU plan promised to address one of the most significant bottlenecks in the wind energy generation segment, strict permitting and planning requirements. While this would theoretically allow the EU to rapidly bring more wind-energy projects online and replace the lost capacity from Russia, environmental groups were worried that the European Union was prioritizing energy over nature protection.

But with many EU nations suddenly cut off from one of their major energy suppliers, policymakers were more willing to cut corners if it meant that they could shore up their energy supplies from alternative sources as quickly as possible. Fortunately, the guidelines published this week, more than two years after Russia invaded Ukraine and triggered a global energy crisis, have garnered the praise of these groups.

The guidelines state that ”renewable acceleration areas’ (RAAs) member states, as they are designated under the revised Renewable Energy Directive (RED), should be scrutinized based on standards outlined by the Strategic Environmental Assessment Directive. According to the commission, projects that are likely to impact a Natura 2000 site “significantly’ will warrant a follow-up assessment in line with the Habitats Directive.

Campaign group BirdLife Europe reacted to the announcement positively and noted that the requirement for member states to complete the Natura 2000 network would help assess the potential impacts of green-energy projects more reliably and could even aid in the protection of migratory routes. BirdLife Europe senior policy officer David Howell still stressed that governments would have to improve the quality of their environmental and energy governance to remain compliant with nature-protection requirements and the recently published recommendations.

Elif Gündüzyeli from the Nature Conservancy’s renewable energy program in Europe says the guidance is a step in the right direction, noting that the emphasis on ensuring robust community and stakeholder engagement during early project-development stages is “very welcome.” With these new guidelines in place, new wind-energy projects will have to take extra steps to prove they will have minimal to zero impact on the ecosystem.
