China Aims for 3.5 TW of Renewables by 2030

Beijing has released a new renewable energy blueprint for the rest of the decade that will see China aiming to reach 3.5 terawatts (TW) of installed green energy capacity by decade’s end. Published by the National Energy Administration and the National Development and Reform Commission, the blueprint puts China’s combined wind and solar capacity at 2.8 TW by 2030, with renewable energy output countrywide reaching six trillion kilowatt-hours annually.

This capacity will be more than enough to cover close to 50% of the country’s total power consumption needs. However, renewables coupled with battery storage will meet 30% of China’s electricity demand while fossil fuel-fired energy covers 50% of national electricity demand.

The new renewable energy blueprint shifts Beijing’s main clean energy-related focus from establishing renewable capacity to integrating available resources into the grid seamlessly. At the global scale, one of the main challenges impeding the transition to renewables is grid delays.

Dozens of green energy projects across the globe are active and ready to feed energy into the grid, but connection delays have held up over 1,500 gigawatts of renewable-energy capacity worldwide.

China faces a similar issue. The Asian manufacturing powerhouse has spent the past decade deploying massive renewable energy production infrastructure, effectively priming the most coal-reliant country in the world to become the first electrostate.

However, China’s grid hasn’t improved at the same pace as its clean energy generation capacity, keeping vast amounts of green energy offline while the country continues to rely on fossil fuels for a large portion of its energy needs.

According to the new energy blueprint, China is now moving from the active buildout stage to actively integrating available renewable resources into the grid. The National Energy Administration notes that China will now focus on integrating renewable energy, boosting grid stability, and making renewables the main energy source for China’s manufacturing machine.

Utilities are instructed to build more than 300 million kilowatts of capacity to offset stress on the grid during peak demand. This peak-shaving capacity will take in excess energy and expedite its transmission over long distances.

The blueprint also approved offshore wind projects totaling 100 million kilowatts, most of them located in eastern coastal provinces with high energy demand from neighboring industrial hubs.

It also scales pumped-storage hydro capacity up to 160 gigawatts (GW) and solar thermal capacity up to 15 GW to complement intermittent energy supplies from solar and wind.
