WMO Publishes Guidance to Help Countries Map Clean Energy Resources

The World Meteorological Organization released guidance to help countries figure out where to build wind farms, solar arrays, and hydropower plants with better accuracy. With this guidance, National Meteorological and Hydrological Services (NMHSs) can now create energy atlases showing renewable resources down to 2.5-mile resolution, enough detail for governments and investors to pick the best spots for new infrastructure.

Survey work conducted across 2022 and 2023 uncovered a major obstacle to renewables planning: governments often lack the detailed weather data they need to make smart and informed renewable energy decisions.

Secretary-General Celeste Saulo says the new guidance fixes that by combining satellite observations, ground measurements, historical climate records, and future projections, before using AI-powered methods to turn the raw weather information into actionable formats for energy planners.

A 2.5-mile resolution provides the technical backbone of the entire system. That level of detail lets planners tell the difference between neighboring valleys or coastal areas where conditions change dramatically over short distances. This precision matters for attracting private money, which needs confidence that sites will perform as predicted before committing capital.

Countries get step-by-step instructions covering data collection, processing methods, adding local measurements, applying climate models, and translating technical results into language policymakers understand.

The approach relies on partnerships instead of top-down orders. Weather agencies can team up with energy ministries and local stakeholders to build atlases that match their needs and capabilities in a collaborative model that aims for tools that work in real government settings rather than just meeting academic standards.

WMO is handing out open-source software and training materials so countries can run and update their mapping systems without hiring outside consultants. That independence matters most for nations with tight budgets or limited technical staff.

Climate commitments are driving the push forward across participating nations. Numerous governments promised to triple renewable generation and double efficiency gains before 2030, a deadline that’s fast approaching. The framework also supports Sustainable Development Goal 7, which targets universal access to affordable and reliable modern energy.

WMO wants every member country running detailed renewable resource maps by the end of the decade. Six countries have already tested the system across different continents and development levels; Chile, Costa Rica, Croatia, Cuba, Malawi, and Tanzania. These pilots proved the approach works across different geographies and government structures before rolling it out wider.

Countries using the guidance can get clearer pictures of their renewable potential, cutting the uncertainty that usually delays projects or drives up financing costs. Better weather intelligence will ultimately help secure energy supplies while speeding the shift away from carbon-heavy fuels as climate patterns change.
